Ruslan Kuprieiev 0f024a9655 dvc: optimize imports 
Currently `dvc` takes ~0.7sec to finish. After this patch: 0.17sec.
Profiling has been done using:

    python -X importtime -m dvc 2> log.log
    tuna log.log

Ruslan Kuprieiev 8636f473e9 repro: fix --ignore-build-cache logic 
@robogeek has discovered that `dvc repro --ignore-build-cache` actually
force-reproduced ascendants of a changed stage instead of only
reproducing descendants. That bug was caused by a typo in an if
condition plus improper test.
