Ruslan Kuprieiev 9f4b67cec4 site_cache_dir: use .dvc/tmp/btime and fallback to st_birthtime 
This will ensure that we won't be using index cache if you delete your repo
and start/clone fresh.

Existing logic might result in weird fs cache location like
`.dvc/cache/files/md5/fs`, while we really only want
`.dvc/cache/fs`, since it is not an odb cache.
