Ruslan Kuprieiev 8636f473e9 repro: fix --ignore-build-cache logic ...

@robogeek has discovered that `dvc repro --ignore-build-cache` actually
force-reproduced ascendants of a changed stage instead of only
reproducing descendants. That bug was caused by a typo in an if
condition plus improper test.
