Ruslan Kuprieiev 7e1bb07f10 gha: don't build binary packages 
The build process is much more stable these days and there is no reason
to keep building these packages here. Instead every package has itsown
building process (dvc-osxpkg, dvc-exe, dvc-s3-repo) and knows best how
to build and sign correctly.

pyinstaller hooks need to go into a `__pyinstaller` later on.

macos-10.15 image has been deprecated for a while, see https://github.blog/changelog/2022-07-20-github-actions-the-macos-10-15-actions-runner-image-is-being-deprecated-and-will-be-removed-by-8-30-22/ and https://github.com/actions/runner-images/issues/5583.

setup-ruby removed the support for these images yesterday: https://github.com/ruby/setup-ruby/pull/467.

which fails our package builds. Now using macos-11 to build packages.

Ruslan Kuprieiev e56d97bb28 gha: user ubuntu 20.04 for deb packages 
18.04 will reach EOL in april and will be dropped by gha.

18.04 also comes with an old sqlite version which forces us to use obsolete
syntax.

It most likely means it's frozen and unlikely to resume again. We'd want
to see where it froze, so this will provide us with a traceback.
