skshetry 004f49744e tests: isolate dvc config and directories (#9450) 
* tests: isolate dvc config and directories

by introducing envvars to change default values. This lets pytest
handle the deletion of tmpdirs, instead of filling /var/tmp with
hundreds of thousands of directories. Also isolates test run from
faulty global/system config files.

Ruslan Kuprieiev 01416df5a4 get: use Repo.open instead of external_repo

Saugat Pachhai (सौगात) 1be82fa56d tests: remove unnecessary variable interpolation 
dvc.run does not expand variables. It is only done when it's actually read from dvc.yaml file.
So during dvc run, the shell will try to expand the variable, which does not exist.

I don't think that the intention was to use shell variables. But I don't think we should ever
use them, as they will fail on some shells (eg: fish) and keep the scripts as simple as possible.
