Saugat Pachhai (सौगात) fcddf080da exp init: refactor and simplify interactive mode 
- Moves workspace tree for interactive mode after prompts. Previously
  this was displayed before the prompts.
- Remove the yaml contents and the confirmation prompt in an interactive
  mode.
- Simplify `init_interactive()`.

Saugat Pachhai (सौगात) f5baf990cf cli: refactor into a module 
By splitting dvc.cli into a module, we'll be able to share cli-related
utilities, split parser-related stuffs into smaller parts, improve
reusability and improve API for command extensions in the future.

and the argument parser.

Split the sub command in dvc/command/experiments.py to individual files

Sometimes, `tmp_dir` fixtures take longer than a second. Using `func_only`
makes it only consider duration of test function run, excluding fixtures
duration.

Saugat Pachhai (सौगात) bf313d92aa exp init: timeout prompts' test 
The `exp init` tests may just keep waiting on the prompts blocking tests.
The blocking of prompts is likely a failure in tests setup or a bug
in the implementation. It's hard to find out these failures or avoid it.
If they take longer than 1 second, they most likely have failed as
most of test takes 0.1 second at max.
