`exp remove`: should show the experiments that were removed
1. experiment.remove now returns the experiment list been removed.
2. modify the functional test to these the returned list.
3. use ui to show the removed list.

New feature: now `dvc exp push` can accept a list of experiment names as input.

This is a very early version of test utils for dvc plugins. This module
consists of existing tests with minimal changes and is going to evolve
a lot as our plugins are getting filled in and pytest-test-utils matures.
