Ruslan Kuprieiev 068f742852 dvc: use zc.lockfile instead of fasteners 
fasteners' InterProcessLock doesn't work within
one process, thus it is not suitable for our dvc
library.

In all operations we're dealing with a single stream,
so there is no good reason to process targets in parallel
as they all use the same resource to pull\push data to.
