Ruslan Kuprieiev 4896f08ddf dvc: comply with both flake8 and black 
flake8 provides some additional features like unused vars check, etc, so
it makes total sense to use it as well.

Ruslan Kuprieiev eff4e1fe6c dvc: don't format for python3.6 
We need dvc to work on older python versions, so we can't use the new
and shiny syntax.
