Ruslan Kuprieiev 9bec404efa yaml: use safe_load and safe_dump 
We don't need to support python objects in our dvc files,
so we should only use safe_ functionality to avoid possible
bugs when entries in dvc files are represented as py objects.

Fixes #372

Ruslan Kuprieiev 232ae661a5 dvc: find dvc root 
For now we were able to work only in root dvc directory.
This patch emulates git behaviour by walking up the tree
to find repository root.
