The code are wrapped due to us using line-length=79 before, but now some
of the code can easily fit in 88 chars.
The formatter did not change this automatically when we changed line-length,
because of magic trailing commas that gets added when they turn into multiple lines.
Black/ruff wrapping them in parens and splitting them into multiple lines
was making it difficult to read.
1. Implement `--time` to `exp gc`
2. add a unit test for it.
3. Rename `--time` to `--date` and change the warning msg.
4. To get a better msg for `gc` and `exp gc`

While working on vscode-dvc, both mattseddon and I found that this change allows
us to run `dvc exp run`, and we cannot otherwise.
I don't exactly know what this change does, and I'm hoping someone more
knowledgable does- after which we can give this PR a better name.
