The folder that contains the themes is generally located at _C:\\Program Files (x86)\\Microsoft Visual Studio\\2019\\\<visual studio edition>\\DesignTools\\SystemThemes\\wpf_, where _\<visual studio edition>_ represents the edition of Visual Studio.
